FG reportedly scraps award of HND certificates by Nigerian polytechnics
The federal government has reportedly withdrew its recognition of the award of Higher National Diploma (HND) certificates by Nigerian polytechnics. The federal government has made some comprehensive reforms in polytechnics allover the country
- One of the changes recently made was the scrapping of the award of Higher National Diploma (HND) certificates to the institutions
- To give a legal backing to the academic policy, the ministry of justice will take charge of the preparation and submission of two executive bills to the National Assembly
The decision was reached at the Federal Executive Council (FEC) meeting on Wednesday, June 6, that saw to the approval of a massive reform of Nigeria’s tertiary education system.
Consequently, the award of HND will henceforth be limited to only the students presently admitted for the academic programmes, YabaLeftonline reports.

polytechnics to become campuses of the

Further still, the vice chancellors of the existing universities will be empowered to appoint provosts for the polytechnics, based on the ratification of the universities' councils.
In effect, the polytechnics will now be limited to award of the National Diploma (ND) while its graduate seeking of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university.
To start with, Nigeria's two most famous polytechnics, Yaba College of Technology and Kaduna Polytechnic, will from now be called City University of Technology, Yaba and City University of Technology, Kaduna. FEC, to give legal backing to the move, approved the submission of two executive bills to the National Assembly for enactment.
The first bill will make certain the setting up of
the two city universities and the second will
approve the preparation and consolidation of
federal polytechnics and colleges of education as campuses of proximate universities. The ministry of justice will take charge of the preparation and submission of the two bills to the National Assembly.
Adamu Adamu, minister of education, revealed to newsmen that under the reform measures, the ministry will however, continue to license private polytechnics and colleges of education for the award of qualification at National Diploma (ND) and National Certificate in Education (NCE) levels.
He said:
“There will be no more award of HND. After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no fresh admission for HND programmes. And in addition, any programme that is not technical will be out of the polytechnics. About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme.”
In order to ensure a hitch-free implementation of all that is required for the kickstarting of the
reforms, a ministerial committee is to begin its
duty immediately.
Adamu stated:
“The HND certificate will remain a legal tender in Nigeria and holders
of such certificate will continue to be recognised as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the workplace.
“The NCE certificate will be retained as the minimum teaching qualification at the basic level of education. Any higher qualifications by these private or state-owned polytechnics will be only affiliation with a university.
So, HND is no longer in existence, but existing HND will be respected and considered legal tender.”

1) This is to inform all part-time graduates from nigeria Corps Producing Institutions that their Institutions have uploaded their names on the NYSC Portal. They are to visit www.nysc.org.ng effectivee from Monday 17th October, 2016 to register and print their Exclusion Letters.
2) All 2016 Batch B Prospective Corps Members who had earlier seen their names on the NYSC Portal, but can no longer see it, should not panic, it means their schools are still uploading because of approval given to them to upload additional records. Once the upload is completed, you will be able to check your names on the NYSC portal.
3) In addition, Prospective corps Members are to note that passport photography size requirement to be uploaded during the on-line registration must be 2x2 with off-white background colour. Note that if the background does not conform to the standard, you will not be able to complete your on-line registration.

FIVE (5) IMPORTANT MEDICAL TEST YOU AND YOUR PARTNER MUST DO BEFORE MARRIAGE
It is true that love is blind when it is real but nevertheless, the knowledge of your intending partner’s health status by no means implies that marriage is not possible BUT it rather giveses you an avenue to make informed consent and it enables you and your spouse seek proper medical care early to prevent unnecessary stress and burden during marriage. According to a medical practitioner, a person of Dr. Ajayi Oluseye, the following five (5) medical tests are very important.
1. TEST FOR HIV AND OTHER SEXUAL TRANSMITTED DISEASES (STDS)
With the current prevalence of HIV and other STDs, it is important that spouses should request for their partners to be screened for these diseases before marriage. HIV, hepatitis B and C are lifelong conditions that if not properly managed can put serious strain on the marriage. The knowledge of your partner status helps you protect yourself/ seek for adequate medical care if your partner turns out to be positive and you also decide to go ahead with the marriage. Lifelong care and support is needed for partners who are infected. Other STDs discoverd through premarital tests e.g. gonorrhea, syphilis, bacterial vaginosis and warts can be treated with proper medical care. This reduces the risk of infertility and miscarriages during marriage.
2. TEST FOR BLOOD GROUP
Knowledge of your spouse blood group is important before marriage because of rhesus isoimmunization /blood group incompatibility that affects the fetus. This test is easy to perform and result is usually ready within 30 minutes. Blood group is assigned to an individual as A, B, O and AB with another component known as the Rhesus factor which is referred to as positive or negative. Women with rhesus negative blood group married to rhesus positive husbands have a greater chance of rhesus incompatibility where the mother produces antibodies (body defence system) to target the red blood cells of the growing fetus (rhesus positive fetus) leading to intrauterine death and miscarriages. Knowledge of your spouse blood group, through premarital tests, will alert your doctor to institute preventive measures which are used to prevent rhesus incompatibility reactions during pregnancy.
3. TEST FOR SICKLE CELL GENE
Sickle cell disease is a chronic and debilitating medical condition caused by defect in red blood cells. As the name implies, these cells are shaped as a ‘sickle’ and this affect their ability to pass through tiny blood vessels to supply oxygen to cells and tissue. This account for most crises experienced by sickle cell patients. It is advisable for sickle cell patients (SS) not to marry a carrier of the sickle cell gene (AS) because of the 50% chance of having a baby with the disease in each pregnancy. However, a sickle cell patient (SS) can marry an individual with no trait of the disease (AA) as their offspring will only be carriers of the sickle cell genes.
4. FERTILITY TEST
This may sound out of place or weird, but truth be told, fertility test is another of the premarital tests that all intending coupes should do before saying ‘I DO’. This is important because fertility issues can be addressed as early as possible without the unnecessary biological, psychological, social and emotional trauma associated with barrenness. Fertility test typically includes: seminal analysis for the men to assess for male fertility; hormonal assay for both couples e.g. FSH, LH, Prolactin, Testosterone, estrogen and progesterone; test for ovulation for the women, pelvic ultrasound scan may also be needed to assess the internal reproductive organs for any congenital or acquired abnormalities.
5. TESTING FOR POSSIBLE GENETIC/CHRONIC MEDICAL CONDITIONS
Marriage is a lifelong commitment with both partners looking after each another. Knowledge of possible genetic or chronic conditions of your partner wouldn’t be harmful but it will go a long way in assisting both couples on how to best prepare for the challenges ahead. Early testing allows couples seek medical care before the medical conditions gets to its terminal stage. This test depends on the region and the common chronic/genetic condition seen in that populace. However, this test should include screening for diabetes, test for hypertension, certain cancers kidney disease and test for thalassemia.

- Step 1: While laying on your back, straighten your legs, raise your heels an inch off the floor and place your hands by your sides;
- Step 2: Keeping your arms parallel to the floor, lift your torso and legs so they form a "e". As you raise yourself, bend your knees and pull them up towards your chest. Repeat these two step for 5 minutes.
